sent a message Msi tech support to try and figure this out

answer
MSI Tech. 04/26/2009 You can adjust them if the processor is unlock version and set them to manual and hightlight the setting and press +/- key or PgUp/PgDn keys to toggle the changes.

Q?
End User 04/26/2009 How do you change the cpu vcore or set any other volts in the bios everything is stuck on auto how do i unlock these settings?

did I get the wrong cpu could that be whats not allowing me to OC or is MSI full of it.

cpu driver 6/21/2006 6.1.7100.0

Nope, the black editions are fully unlocked. I would play around in BIOS enabling and disabling things to see if it unlocks the voltage settings. Just dont save and exit with everything all tweaked out.

I figured it out!!! PgUp/PgDn does change the value but it doesn't say this on the bottom of the page.
