Honestly, unless your father is a high end professional photographer thinking of going into video, you do NOT need four cores. Also, I haven't used many AMD boards, but someone might want to confirm that the Phenom II cores can run on a Sempron board. At the very least I would think it'd need a BIOS update...

if u want a phenom then get the 710 or a non black edition since he's likely not going to overclock, i do second the kuma x2 tho, large cache's and you can get them up to 3.3 easily, ive never had problems editing photos, or encoding video, very good processor since its so cheap, you could save the money and get a better mobo and 4gb of ram or a nice passive graphics card like a 8500gt (ps i wouldnt really want to put a am3 cpu on a am2 board since your losing alot of the features. a new mobo will also give a nice ht 3.0 increase)

The old phenoms suffered from a TLB bug, they fixed it kind of with board bios updates, but the performance really suffered, the tri core phenom II is probably going to be way faster with 1 less core.

+1 more for the nomination of the phII 710 or the 720, as for your ram selection.
I feel kingston is over priced aswell as corsair and mushikin *you wouldnt be able to get on a computer running those brands and then go to same build computer with g.skill or ocz and notice a bit of difference*
I would definitely go for 4 gigs either g.skill, geil, or ocz *I have done the rma process with ocz and found it relatively smooth*.
Since you are not in the US. I don't know where to get the pricing for the ram * I would of newegg linked you*
h/d wise I would get either w/d with atleast 16mb cache, or a seagate *I know seagate had the troubles with that firmware, but they have since fixed it*
I don't think the w/d blacks make that big a difference, so I would just pic up the aaks.
its cheap and it would perform well for his needs.

The only phenoms that were affected by the TBL errata were the pre xx50's
anything ending in 50 is a b3 stepping and is without this issue.
and they are still a worthy cpu, but the phII is definetly better.

The Kuma is under rated imo, it's an awesome chip for the price. I do not regret purchasing it at all.
