Default Keeping it Cool

So I have a storm scout that I have replaced all the fans on except the top fan and wondering the best way to keep it cool. I have:

One of these on front intake and back output

These two on the side panel push/pull

Stock top fan and Sythe Mugen 2 for CPU cooling.

I was thinking about getting a fan control panel since apparently none of them are pwm. Any suggestions? Was thinking of 1 of these:

Anyone have any experience with these or can recommend something else? Is this all overkill? Would like to get my 955BE stable at 4.0

One of the things that I liked about the other controllers is that it tells you ambient temperatures. I guess I could use MoBo if I wanted core temps. The digital read out looks cool though!

I believe I've seen the Coolermaster V8 and the 955BE at 4GHz. Might give it a try. I want to.
