No, you're definitely not getting twice the performance for the twice the price. It almost never works like that. You can expect a significant boost going from dual core to triple/quad core, though. I think you'd be best off getting a relatively cheap Quad and keeping all else the same for the $600 build.

This PSU should serve you nicely as long as you don't run dual video cards or a ton of drives. 30 amps on the 12v rail should be plenty, and make the 400w rating a little deceptive, since it beats a lot of cheap 430-500w PSU's.

Also, if you do get the HD4650, don't spend more than $60 on it and make sure it has DDR3 memory. Otherwise, you should probably spend a little more and get an HD4770 since you'll see a huge performance increase.

@ duocp2.4: How is getting an HD4870X2 or GTX275 even relevant? First of all, he said he's building a budget PC, not a high end gaming machine. Second, those two cards are vastly different in performance.

IMO it's always best to spend more - you'll appreciate it down the line

and try the corsair 400CX. good PSU for $50.

Yes, that's why i posted 2 different choices.
But, anyway..if your budget is not very good, get an ATI Radeon HD 4770 it can be found in less than $100

1. Don't waste your money on Blu-Ray
2. Don't skimp on the power supply
3. Don't get the ATI 4650...but definitely don't get the GTX275
4. Upgrade to the X3 720 for the proc

My Suggestions:

Gigabyte UD3P @ 79.99
4GB of G-Skill RAM @ 80
(2) 250 GB HD's and just make several partitions to fit your needs

And as for the case, you can get a very good one for 40-55
