On a budget ...
http://www.umart.com.au/pro/products...=140&sid=29894 Excellent PSU's for the price. And either CM 690 or Storm Scout for the case

What about an Antec 300 case cause it is within your budget when with the OCZ PSU:

. Encoding and stuff that utilizes multiple cores favor a quad, but for the price the 550BE is a good buy. Also if your lucky, you can unlock it to a quad which is a bonus :Poh and he clearly stated au which is Australian. I don't think he can get stuff sent from newegg!

Remember unlocking isn't 100% It depends on batch and what not. I would say there's a 75% chance. If you don't want to risk it, just get a Athlon quad. 620 x4 vs 550BE http://www.anandtech.com/bench/default.aspx?p=106&p2=97
