Default athlon xp 3200+ stock cooling temps?!?!

i'm getting like 55C in the BIOS on a stock heatsink. i even replaced the fan with a higer rpm fan, put some arctic silver on, and dusted it out. also i noticed the bios says my fans are slower than they're supposed to be. when i first got the comp, it said the case fan was 1100 rpm, and the cpu fan was 2700rpm. i've tried at least two other cpu fans, the first was supposed to be in the high 2000's, the second was at least 4000 (i've used it on other boards), and they both said about 2700. i plugged the 4000rpm fan into the psu, and it sounded like it may have sped up. i plugged in a case fan that i know is about 1900-2000rpm and the bios said it was 1100-1200 in either fan connection. is this the mobo, the psu or my cpu cooler?

i know i kind of rambled on, but your help is appreciated.
as mentioned earlier, its a athlon xp 3200+ on a asus a7n8x-la (the hp version of the a7n8x) with a 200watt psu. before it was on something like a 250watt with the same fan speeds.
if you want any more details on the comp, its baisically a hp a520n with some modification in progress.

Well make sure all the dust is out of the case, then try another reseating of the heat sink. Also remember if you used AS5 that it requires a decent break in time. If all that fails then get some better fans, you could pick up a cheap cpu fan and rear fan. Also to get max air out of the ones you have you could pick up some 3pin to 4pin molex adapters and then plug them up at full speed to a molex off your psu.
