What's limiting my overclock? RAM or PSU?

I'm running an AMD Mobile Athlon XP2600 Processor (IQYHA:0402 SPMW) at
2.6 GHz (208x12.5). This appears to be my limit. Whenever I try to increase the FSB, I'm able to boot into Windows but can't run PCMark04 (crashes!). My vcore is set at 1.75v and my temps are not too bad (41 idle, 45 loaded). I was wondering what I should upgrade to achieve an even higher overclock...my RAM or PSU, or both? I have 1GB (2x512) Corsair PC3200 C2 and a generic, no-name 400W PSU that fluctuates a lot. +12V = +11.73V -12V = -12.32 +3.3V = +3.38V +5V = +4.92V RAM and PSU suggestions are welcome. Thanks.

Corsair ram is usually great for overclocking, I suggest upgrading your psu to something more stable. If you have the money check into sparkle, ocz, or Fortron psu but I'm sure even an antec psu would make an improvement. It really depends on the money you have to spend.

At least with my experience in overclocking when your ram limits you most of the time you won't boot at all. Usually when i boost the ram too high I won't post or I will reboot before OS loads. Sounds like a PSU to me.

I think it is your PSU. I had the same problem with my mobile 2600. I changed the PSU to a Antec TrueControl 550W and the stable rails got me to 2.6Ghz (Note - I'm running @ 2.4Ghz because of a ac problem in the room)

Antec, is there anything else? J/K Plenty good stuff out there and yes get a good one.
The other things are perhaps a lil more v for the core and if nec. perhaps a lil relaxation on the RAM timings as you get up in FSB speed.
