could his powersupply just not be handling the cards? Could his PSU just be faulty? The high memory clocks would hurt too, did you lock them when you overclocked?

To remove your bottleneck, use MSI's Bottleneck Remover, found at any Frys Store. It's cheap, effective, and it works!

As for your problem, it seems to me that the actual issue at hand may be that the drivers aren't properly working. It may be worthwhile to reinstall the drivers, after uninstalling and cleaning them: http://downloads.guru3d.com/download.php?det=745

PSU wattage wise is fine - my system runs on a 620w - unless it's fualty
Having really high memory clocks that fail will be slower than slightly slower ram because each error needs to be resent to the ram - thus doubling the time that it takes to transfer the data....

sorry mate but only an intel processor will remove the bottleneck,i went from a x2 6000+ to a q6600 and the difference was huge in both games and 3dmark(3d mark went from 8k to 14k).
i am not a fanboy,just naming the facts.

Um dude... I get 1680x1050 No AA High at 30-45fps in Crysis and I get about 60-120 in CoD4 at same settings as you.
