Your vcore seems high... back it down to maybe 1.350? i'm at 2.7 and running stable at 1.350

Does the HS feel hot on the sides? ( touch the fiins, are they warm?) Brisbanes have a bad temperature sensor, so its possible that its just not being read right.
Also , what does BIOS say for temps?

moved the vcore 1.350 v and enabled cool n quiet. 43 to 45 idle now
__________________the fins do not seem warm!?! there like room temp...

Check what the BIOS says for temps. As a general rule of thumb, BIOS puts about a 60-80% load on your CPU, so keep that in mind. I'm curious to see what the BIOS says.

Also, when you reseated, you did clean off the old stuff and put back on more... right? Any reason that Vcore is back to 1.392v? anyway, just trying to think of what is causing the problem... is there alot of dust build up in the HS?

There is no dust (its new)
__________________vcore, i have no idea why its slightly off... its set at 1.350 v in the bios I reseated it correctly. i used very little paste, just enough to coat the top of the processor and i spread it with a card it came with, and a clean plastic bag.

I dont really have any ideas left to be honest with you... I mean you could always try undervolting it to lower the temps ( did that on my old socket A rig that ran WAY hot). It was stable at stock speeds with almost .1v less, and thats as low as I tried to. You might get away with running 1.25v and still be stable, but thats probably a stretch.
you might just try it out for now, it will bring down your temps, and as long as you check for stability, you'll be fine (haha, its like overclocking, but backwards). Just go down one increment at a time and see how low you can get it with it still being stable. Good luck

I flashed my bios with the newest version and now it has 2 vcore settings, 1.408 or ignored.
__________________what is ignored? and its set at 1.408 temp right now is 48 degrees. and even though its set at 1.408, im getting vcore readings of 1.34v(normal) to 1.39(max)

I have no idea what ignored is (for a Vcore setting)... you might try it, and see what it does, but you might want to research it a little first, just to make sure that it wont harm anything.
