I have tried just about everything i know how to do (which really isn't a whole heck of a lot LOL) and just can't get this thing stable through more than 5-10 minutes of occt at all at 3.8ghz... Its weird, 3.7 is stable all dang day with occt prime and 3dmark06 and anything else i throw at it, but that little bump from 3.7 to 3.8 has proven unattainable for some reason... Im sure i could get it stable, just don't know how because my temps never touch 50*C and it blue screens.

I know this wont fix it but try the same setting in XP and see because in win7 im taped out at 3.8 but in XP im able to get almost 4 stable...Then that way you will know that its the OS holding you back not the hardware...

Do you have everything on auto except for the FSB, CPU volts, Ram timings, Multy, Ram volts?
Edit: You could also try and raising the Bus speed and dropping the multy but keep in mind that in doing that it will increase your ram so you will have to drop that down if you raise it to high or loosen timings....
