Default PhenomMsrTweaker Guide: Custom Cool 'N Quiet for Overclocks!

Download PhenomMsrTweaker. Select 32 or 64-bit for your correct OS. I'm running this program on Windows 7 64-Bit RC, but it works on XP and Vista as well.

This is an addition to HondaGuy's PhenomMsrTweaker thread.

Here is how to use the program: (Keep a notepad handy. Copy and paste this writeup to a text file saved onto your desktop)

1. Before using this program, make sure your overclock is stable (using prime95 or OCCT)

2. Disable Cool 'N Quiet in the BIOS.

3. Make sure your Power Options in Windows Control Panel is set to Always On/High Performance.

4. Make sure you don't have any important software programs open (even web browswer).

5. Fire up PhenomMsrTweaker.

6. Fire up CPU-Z and place the two programs near each other for ease of visibility.

7. You'll notice two P-states. P-state 0 is your performance state, and P-state 1 is your power-saving state. Ignore all of the voltage values since the BIOS settings are different. Make sure your multiplier is correct in P-state 0 before proceding, using CPU-Z.

8. Now for the tricky part. Go ahead and adjust all of the P-state 1 "Core multis" to any lower multiplier. (10 is a good starting point). Then hit the P-state 1 activate button. Then hit apply. You'll see your processor downclock/underclock its speed.

9. Hold your breath. This is where your OS can freeze/lockup:
Look at the Core Voltage in CPU-Z. Now adjust the P-state 1 CPU-VID down two or three times. Hit apply. Does CPU-Z show a Core Voltage decrease? If yes, proceed to the next step. If it doesn't decrease, then you have to adjust the NB VID instead. It depends on your motherboard.

10. Continue to slowly decrease the voltage gradually (few clicks at a time) until your system locks up. This is where you'll want to note how low the CPU-VID value went before locking up.

11. Now after your system reboots open up PhenomMsrTweaker again.
We are almost done. Go ahead and adjust the P-state 1 Core multis back to whatever number you used in step 8. Activate, and apply. Then slowly decrease your CPU VID (or NB VID) until right before you know it'll lock up again.

12. Now you can select Balanced from the lower left pull-down window. Hit apply. Go ahead and fire up your favorite program. If you haven't locked up by now you are golden!!

13. You'll want to check for stability of your power-saving state. Hit the activate button under P-state 1 and then apply. Use Prime95 or OCCT to check for stability. If your system doesn't lock up right away, GOOD JOB!!!

14. To keep the custom Cool 'N Quiet mode permanent, click the Service button in PhenomMsrTweaker and then check both boxes. Ignore the last 4 numerical boxes. Then hit "Use current settings" and apply.

In the future if you want to change your overclocks again make sure you uncheck both boxes in the service configuration before rebooting into the BIOS. If not, Windows will lockup when loading. This is key.


Using this method I am able to run my Phenom II 550 (unlocked to X4) 3.4GHz/2.6GHz NB w/1.31v (1.325v in BIOS vdroop) under load, and 2GHz/2.6GHz NB w/0.944v idle. I save power and keep my system cool when idle.



Your results may vary of course. Every system is unique.

You leave your overclock settings as is in the BIOS. PhenomMsrTweaker shows totally different voltage settings upon startup, but it is actually using your BIOS settings.

No need to disable cool n quiet.. Tomshare tested 5 940's and it did not effect overclock. It simply did not kick in after 3.8GHz.

It depends on your motherboard and also depends on your overclock as well. My voltage settings go way lower than what Cool N' Quiet selects. But yeah try out PhenomMsrTweaker.

This app rocks. I can idle at 0.992v @ quad 2.06 Ghz and then a moment later be @ 1.408v @ quad 3.708Ghz. Not sure if it is totally stable yet, time will tell. Still have room to tweak it I'm sure.

Thank you so much, this should extend the life of my system and maybe cut down a bit on my electricty bill.... It's insane my cpu is idling along as I type this cooler than my mobo or my harddrive.... my cpu fan is at it's lowest setting a lazy 800rpm...

28C idle in a 25C room... and that is with everest which over estimates in my experience...


freakin' amazing, my cpu idles at or damn close to ambient temp!

You guys will like this program, I have been using it for awhile now with NO problems... I find that there are too many bugs in AMD Overdrive, I havent tried Gigabytes Easy tuner6, I think its called that....

I can set mine at 3.6 on stocks volts @ quad core and NB @2600, when I want just input to balance mode(Power saver also) I have mine clocked down to 800Mhz running at .994 volts, quad core, Its a great little program..
