I've had USB ports and Plug and Play drivers act really wierd just from an unstable OC. Try adding a small bit of voltage maybe.

in his case his usb header on his case is a bit shotty. I had one system that had one fried usb header, but still got 5v power even though nothing worked on it.

Weird thing is, I tested the exact same USB header with my *other* USB stick and it worked jim-dandy. Go figure.
