Default How can I test my power supply?

I recently got a thermaltake purepower 420w . I have regular freezes??
MSI k7n2 mb, 6600gt card, amd2400xp, 2 512 memory and good cooling.
Can too cold weather cause freezes? If I start up in the morning I sometimes get that my card lowered the oc because of power(just when it is very cold New Zealand). It worked fine with 350w supply, can I test the power supply?

Just because you got more watts doesn't mean you overclock your system and think that it'll work
check the voltage readings and see if there is a difference

Is the Power connector for the vid card a "Stand Alone" being no other device is on the same line???
If not make it so.

Yes it's got it's own line. I have checked the plugs and they are tight. I only get that power error when it is really cold??

to test if ur psu works take a pice of wire and stick it in the green wire on the 20 pin atx connector. then take the other end of the wire to any of the black wires.
