Default Windows Problem or CPU? Can't tell.

Well after overclocking to 2.750 ghz for my amd 3500+, I noticed Windows locks up after a bit of use, doesn't even have to be a game , I could be lookin at this website for all that matters. Well I thought I may have just oversteped stabilities bounds and unclocked its back to 2.2 ghz (boo!). Yet it still acted up and locked up after a few minutes. Was the windows installation bad? Should I just format and start over again?

BIG QUESTION....

If you guys do recommend formating, should I put on windows 64x. Because this will be my only chance to do it besides when I first got it. When I first got it, it had some support problems but have they cleared up by now? Is there actuall performance gain anywhere? I already know that games don't improve, but do windows applications? Also does windows 64x hurt 3dmark scores? Let me now asap.

I really wish to avoid a fresh install, as it is still a lot of work. But like my question before, should I still install windows 64x if I have to....why...and other questions in my post above.
