Default Upgrading CPU question

I'm fairly new to overclocking, and started tweaking my current system since I have a new dual core processor on the way, and frying this one wouldn't matter.

I have 2 questions.

1. Should I reset everything to default values before attempting to install the new processor? (I have downloaded and installed the AMD dual core optimizer)

2. Everything I've read has basically said the same thing, that temperature will be the limiting factor on overclocking, but I can't get any of my components temps up to anything noticeably higher than normal before I get instability on benchmark tests. Why is this?

If you look at my specs, these are the highest settings I can get and still pass a 24 hour stability test, and my temps are low.
