Its probably ur psu man. Try another. Also, it could very well be a shortcircuit. Those things buzz. Try to open ur case, locate the buzing, turn all power off and feel for heat. If u find a short circuit..unshort it lol. Also, a stalled fan might be the problem. So i repeat again, find the source of the buzzing. And describe to us in detail this 'buzzing'. Btw - i c u r gettin win xp. I can sen du a fre copy of win xp pro with a working cd key. Heck i got 7 of em.

It could be that there is something touching in the case, so take it out of the case and connect up just the min gear: CPU, GPU, DVD, 1 Stick of memory and put the MB on a cardboard box - No HDD
__________________Connect up the PSU and check to see if you can get into the BIOS. If that is OK connect the HDD and chek that you can install the OS... once that is good return it back to the case. Check that the MB stand offs are coorect - you only need what match the MB holes but cases allow for many types of MB and hence different locations.

Make sure you used the risers under the motherboard to keep the contact at minimum
