Default PC not working !!!

I have just bought all the PC parts for my new computer and it POSTs fine. When trying to install windows xp it loads all the files it needs and then says starting up windows. Then a BSOD appears with error PROCESS1_INITIALIAZATION_FAILURE
STOP: 0x0000006B (0xC000003A 0x00000002 0x00000000 0x00000000)
I have tried booting up with another hard drive that has windows allready installed but it just restarts and POSTs again.
I have tried the harddrive in all the IDE channels and still no installation or boot up from the other hard drive.
I have took out all of ther other hard ware and re seated it.
The internet says something about bad disk drives or bad cables and so i have tried different cables but still nothing.
Any help would be gratly appreciated

Windows has to be installed on the primary master IDE channel. so make sure it's on the primary IDE channel, then set the jumper on the HD to "master". set the jumper on your second 80GB drive to "slave". Cable select is evil.

Download Memtest onto a floppy and run that. I have a feeling it's your ram and not a hard drive issue. Once you loaded it onto a floppy,just restart and it'll run itself.

Once again... is the driver set to master on the jumper settings of the harddrive? That is vital. Windows XP will not work otherwise. This is not the IDE channel, this is the jumper settings on the actual harddrive itself.

Possibilities:
-The IDE controller on your motherboard is bad (Highly unlikely since it is new)
-Your disc drive is defective (Also unlikely)

If your drive is set to master, it's on the primary IDE channel, and your RAM's good... I'm not sure what it could be.

well it isn't the hard drive because i have tried one that i know is working. I have ensured that my jumper settings are at master and so it leaves me thinking that it could be my motherboard's ide controller. If i can't get it working by tomorrow then i think ill take it back.

I built a rig a while back with an IDE as the one and only hdd. It was a harddrive from an old system but i formated it and everything was going good until the system did the restart after the first part of the xp install and when it got to the xp splash screen it would just reset it self... it would post again and just loop like that. I went out and got the guy a seagate 160 gb sata. Xp installed just the same and booted up into window and completed the install. Issue resolved. I have since put that old hdd into a system i use just for network storage and it seems fine... not sure if this helps at all but thought maybe you would like to know.
