Ok guys, read his entire post, he said Pentium Dual Core but in 2006, Pentium Dual Core's didn't exhist in 2006, He had a Pentium D, this is further made clear by the fact he was using DDR memory at 266Mhz. So what he has now is a HUGE upgade over his prior Mobo/CPU/RAM configuration unfortunately Dell use's sub par parts and his HDD is now his bottleneck, undoubtably its an IDE Drive.
To the O.P. its time to upgrade to a good Sata drive and do a fresh install of Windows. Edit: Not to mention there is no 2.8Ghz Pentium Dual Core only Pentium D huge difference there lol

Get some HDDs in RAID 0 or some SSDs, and then you will see a nice speed up for bootup times. In things like gaming and such, you will see a nice performance boost, because the architecture on the x2 is much more powerful than your old Pentium.

Two things:
1. Buy a WD black or a Seagate 7200.12 2. Re-install Windows. Then you'll see your upgrade being worthwhile. BTW, did you upgrade RAM, CPU and MOBO JUST for boot times? poor decision there but hopefully you do some gaming or other tasks that will take advantage of the new hardware.
