The only piece of hardware that will improve bootup times are hard drives and SSD's, get a caviar black, they boot up OS's quick. I'd say when I had he Caviar black..Bootup was about 20-30 seconds, shut down was about 4 seconds.

I've had pretty even luck between brands of HDD's but personally have had worse luck with WD in the past myself.

Nhc, before purchasing any new items I would reinstall Windows to see if that helps. Try the cheapest path first. A fresh install is always rewarding
