This would be a decent replacement board, with a HD4200 onboard GPU:
Gigabyte GA-MA785GM-US2H It's Micro-ATX as well.

Okay here's the update:
I took it out, and just hooked up the PSU, RAM and mobo. I set the mobo on a box, and tried turning it on. When I jump the Power-SW pins, the fans spin up for a second or two, then turn right back off. No video the entire time. I then have to unplug the ATX and wait a few minutes before I can even jump them again, and it still does the fan rev up and shut down. I really thing this is the mobo saying good-bye.

Why couldn't this be the power supply? Can you try opening up the power supply and see if the fans spend freely?
__________________I don't know how many times I have a cheap power supply fan die and then the power supply over heats.

PSU fan spins up, and I tested the leads of the PSU. When I get home I will try it with my good corsair PSU.
