Absolutely 100% quiet. It'll have to be shielded properly most of all.

Ive done a lot of DAW work and I simply couldn't do it with 4gb ram. I've done it comfortably with 6gb but 8gb would be best. Just remember to switch to 64bit os. Also, make sure the mobo supports firewire or hi-speed usb. Ask him if he has an audio interface, if he does not, he will need a pretty badass sound card. Also, he might need some studio monitors for mixing, but those can run you 300+, your better off buying a really nice headset that has a very wide frequency range.

Which phenom II 4 are you looking to get? High end dual cores are good with DAWs if you want to go that route, but High end quads with a good OC are even better so I would suggest only getting a quad if you're going 955.

Like I said, get the extra ram, especially if he will be running VSTi's like EZDrummer or EWQLSO Gold.

EDIT: Also make sure he's got 2 monitors, he'll need it to get any work done.

8 GB upwards for RAM, no doubt about it, if he wants it to last.

And for any kind of editing like that, definitely go for an Intel processor.

Yes, Intel would definitely run better. But if you are on a budget, AMD will do just fine.

EDIT: I just noticed the part of your post saying he wants to game on it. This will definitely run up your price, but all you would need is a video card.

Tell him if he wants decent pc for that type of work it has to be intel quad or xeon, 8gb ram, very good sound card, take a cheaper corsair psu , and yes some kind of gpu would be nice.

EDIT: get some quiet fans and lots of sound dampening stuff.
