I just moved to college, so being without ram is not really an option for me now... is there anything else I can do to get them to the rated speed?

You will have trouble running them at 1600mhz because AMD IMC is pretty horrible. You most likely do not need to RMA, and I'm sure even if they are tightly binned they will be able to run at what they are rated to run at.
The problem is with the integrated memory controller. You have two options now: 1)Apply a ton of CPU-NB and NB voltage to get the memory to *maybe* run properly. Try 1.35v+ NB and 1.4v+ CPU-NB. or 2)Downclock to 1333mhz and tighten the timings. Option 2 is easier to achieve and with a high NB speed, it is the better route to go. Read this guide for more information: AM3 CPU's Which Ram Speed is Faster and Which CPU-NB Clock is Best
