OK well Ive been searching around here for information on whats better higher or lower megahertz with higher or low latencies.
__________________the general consensus seems to be that lower latencies are better for phenom 2 builds. does this mean at 1066 @ 5 5 5 15 1t is preferable to a 1600 kit at 8 8 8 24 1t? i mean does the extra bandwidth justify the cost in latency at all?

DDR2 1066 runs at 2T not 1T
And DDR3 1600mhz runs at 1T instead of 2T, and 1600mhz Cas 8 will not be the best (Cas 7 is preferred) but it will be faster than DDR2 1066 Cas 5

Ok, but honestly why are we asking this question to begin with? If you are buying an AM3 CPU, I would assume you are buying an AM3 motherboard (why you would purchase an AM2+ motherboard at this point is beyond me).
So you are going to HAVE to buy DDR3. Your question should then be asking which DDR3 you should buy... 1600 or 1333? On AMD systems, as people have already pointed out, they respond better to lower latencies as opposed to higher frequencies. So opting for a 1333 DDR3 kit with 6-6-6-20 timings in this case might suit you better. I know Crucial and possible G.Skill make chips like this.

BTW.... even though DDR2 may have higher timing number, DDR3 may actual timing can be faster. You have to consider frequency and timing value to get the actual timing. Furthermore, there's more to DDR3 than just higher clock speeds and lower voltages. That being said, there is little performance gain in going to DDR3 in most real-world cases.
