I was having problems validating my install and I changed the Windows date and time and it fixed it. Make sure you have the correct year and time-zone set.

Also, try a CMOS reset if this doesn't work. Do you have the ability to edit date and time in your BIOS? Some do, some don't.

When you put new ram in, you need the new sticks to be set at the voltage/timings they need. Resetting the CMOS is just going to set the voltage back to default at or around 1.8v, which sometimes is not enough to get the system to boot.

Especially with people who don't remember all of their OC settings, boot settings, integrated peripheral settings....why would you recommend a CMOS clear? It's going to make a simple ram swap into a fox hunt, trying to get everything back to where it was.
Resetting CMOS helps in one way. It sets the ram up at it's default mode. Most 1066 ddr2 are just overclocked 800's and so it will set the sticks back to 800 speeds and 1.8v so they will be booting. He is having trouble posting. Why not reset CMOS? That is what you do.

On topic: Have you tried raising ref clock to get to 1066? You would need a clock of 266. Test to see if your system can do that and drop all your multi's to the lowest so you rule out problems with NB, cpu-nb, and cpu.
