Default Are lower memory timings safe?

I had to lower memory timings to be able to increase Bus speed more without BSOD.

So is it safe for my ram to be used at lower timings than its stock speed?

STOCK TIMINGS:
Dram Frequency: 334 Mhz
FSB Dram: CPU/6
5 5 5 15 21 1T

LOWERED TIMINGS:
Dram Frequency 313 Mhz
FSB Dram: CPU/8
4 4 4 12 17 1T

Its funny but my memory benchmarks became faster because i was able to increase Mobo Bus speed to 250 and processor reached 2.5 ghz

Timings (higher or lower than stock) are not going to "hurt" your computer, but incorrect timings may cause instability (BSOD). Too much voltage is what hurts computers (and in some rare cases like i7 QPI/DRAM BUS to little voltage).

Lower the timings themselves are completely safe. Depending on the clock speed, lowering may cause instability which is "unsafe".

From what I see, you should be safe running 4-4-4-12 @ 20-30mhz lower than 5-5-5-15.

Make sure you run a memtest to check stability before you start anything "critical".
