Yeah, 2-2-2 is basically impossible for 1GB modules. The sticks are too dense. You can try squeezing a little more MHz out of the RAM with stock timings of 2-3-2-5, but I think you'll only get to about 217 MHz tops, even with increased vdimm. Timings come second to bandwidth, so bump the CAS latency up to 2.5 to give yourself some headroom.

Ram will never limit your cpu overclock because you can run a divider if needed. You can clock your cpu as high as it'll go regardless of what your ram can do.

Keep in mind some dividers don't allow small increament adjustments so if you end up using a divider, try to find the sweet spot.

Not usually. 1:1 would only be best if the ram and cpu happened to max out at the same time with a 1:1 ratio, which is very rare. Use Gogar's tool and you'll see what I mean. It'd be better to use a divider and allow your cpu clock to continue to climb than it would be to sit at a 1:1 and lose some cpu speed if the ram is capped.
