Exclamation CMOS Problem

I just dismantled and re-built my new rig due to dust and filt. Now after all the assembly, I switced on my pc and it booted, and Loaded Default CMOS values, so I went into the CMOS and set all the options to how they are supposed to be, I then Saved and Quit, to my surprise, the pc did boot with no DISPLAY on screen, so I cleared CMOS using Jumpers and tried again, each time i set the options from the CMOS, the pc just doesnt display on the Screen, but evertying else (fans, lights) work. I noticed that it keeps restarting due to the noise and light the CD/DVD Drives do.

I have the latest BIOS update for the board, the board is the one in the specs below.

Things to try
1. Reseat all power in to MB connections
2. Reseat Vid Card and connection
3. Try reseating the BIOS/CMOS chip... Disconnect any power in, remove battery and toggle PS to disipate any stored electricity, remove and reinstall CMOS chip.

as long as the power supply is connected to the mobo and power is in the powersupply, the CMOS will get power by the power supply.... thats what charges the battery
