Default Heating Concerns for FSB

i know if i increase the voltage on my mobo the heat will rise

if i increase the FSB the heat will rise

what i am wondering is if i increase the FAB and decrease the multiplier will they heat still rise or will it balance out some?

i just got my new memory in today = )
the timing on it are 3,3,3,8
is that good? and if not what should i change it too?

as long as the speed is faster than the stock speed the heat will rise
