What company manufactured the BIOS?

A quick stab in the dark is that the system has faulty/defective RAM. Try a POST with one RAM DIMM only (assuming the system has two DIMMs installed). If this fails, try the same DIMM in another DIMM slot. Repeat until that one DIMM has been tried in all DIMM slots; if the DIMM failed every time, it's defective.

Hope this helps!
