OK tried what you told me to Duke got the same thing, it defaulted to 280x14 for 3920MHZ.Settings where:
CPU Freq: 280 CPU Multi 9X Mem DDR2 400 CPU-HT 4X NB->SB 5X SB->NB 5x NB SB Freq 200 CPU-NB HT width and NB-> SB HT Width both at 16 Voltages were CPU 1.5 NB core 1.5 and SB Core 1.7

I'd not be trying a DDR2 400 ie; 100MHz speed on that RAM, Perhaps DDR2 666 (333MHz) with a 2.3v setting and CAS5 and a CPC of T2 for now.
Excessively under clocked RAM can cause issues, some simply don't like it and who knows what it may pi$$ off in the BIOS. BTW, that is simply the CPU specs, I dug in the OC database and your spicific unit had no data, so no one submitted their OC.

Eh just my luck huh lol. I tried the CPU at 667 with 2.3 volts and the same thing. I read something on the nvidia guide to overclocking the NFORCE 590SLI chipset and it said something about sbios and it being the windows interface with the bios. When I first got the board I tried using Ntune to overclock and used a 14X multi when I did that, maybe there is something stuck in this sbios with the 14X multi and that is causing the issue. I dunno I am streching to find an answer.

Ok the new bios 0902 fixed the issue with the default CPU multi, I can now go up to 300 MHZ FSB, howver when I got above 250 MHZ FSB the HTT multi gets locked to 5x. I can set it to whatever in the bios but for some reason CPU-Z reads it as having a 5X HTT MUlti and so does ntune .

OMG, a BIOS flash helped, good thinking!
You were referring to the CPU <> NB HT speed multiplier, if so .... Try the HT multiplier on Auto, see what happens.

in the new bios there is no auto, you can only select 1x 2x 3x 4x or 5x. I think it is out of beta but I am sure it showed beta earlier today. Here is the infro from the download page.
