Default Fans Don't Spin, No Picture

Hey all,

I buddy of mine gave me an old Athlon XP rig he had sitting in his basement for a year so I could make a little linux box. He said it worked when he put it down there and it just needed a power supply. Well I put a new power supply in, and the motherboard light is on and the power supply is running, but cpu fan won't spin and I can't get a picture. Did it bite the dust? I've tried everything.
Specs Are:

Athlon XP 2000+
ECS K7SEM Motherboard
256mb PC133
200w power supply.

Any suggestions?

reset cmos? one stick of ram method?unplug all hardware and try again.

I'm not familiar with that motherboard but does it have a battery,you can remove it might be dead..It should look like a watch battery..remove it and try a new one if you have any around
