Well I just bought a new mobo, the Asus M3A. And it I can't get it to start, I connected it to everything it supposed to be at, I've tried resetting the CMOS. My problem is that the screen on my monitor would not boot up, it would just stay in stand-by mode. The second thing is that the front panel of my case where the two red and green LED lights appear, the green does not appear but the red stays. Inside, my mobo everything is fine, the fan on my graphic card is running perfectly and so is the cpu fan. I don't know what to do now, has anyone ever had this problem before?

Could it be my cpu? Because when I start it, it remains cold.

But it could be my cpu I am worried about, because in the afternoon, I started my pc and forgot the heatsink on the cpu, For atleast 1 or 2 seconds, then the heatsink made this nasty odor but not my cpu, but that was still during the process of my mobo installation and before that it did not work either, I am confused

I dont understand what you are saying, you started the pc but forgot to connect the heatsink? Well while that certainly isnt a good idea, most cpu's will simply shut themselves off when overheated (unless you disabled that in bios) to prevent death.
