Dajjal, I'm deducing from your description of the guide you read that the user you're referring to meant that when he increased the HTT Clock ("FSB") from the stock 200MHz to 250MHz (I'm assuming a 10x CPU multiplier here, for simplicity's sake), the RAM was still running synchronously with the HTT Clock ("FSB").
In your A8V-E SE, the RAM dividers are labeled as 200MHz - 166MHz, etc. These describe the ratio between the "FSB" and the RAM's frequency. When you have the RAM running at 1:1 with the "FSB," the divider is set to 200MHz (it is set to this speed by default). Where the confusion might be coming from is when you describe "400 - 500;" that number describes the DDR (Double Data Rate) speed standard.
RAM is confusing because there are three ways to describe its speed/throughput. Just keep in mind that, since the stock HTT Clock ("FSB") setting is 200MHz for an AMD K8, 200MHz = DDR400 = PC3200 when the system is set to default settings.
This is a ton of information to digest, and overclocking is not a simple process if you don't have at least a basic understanding of the terminology, much less the steps and ideas behind the steps you take.
If you have more questions, there are many in OCN who will help you along in your OCing adventure.
