Try all pins! Connect 1-1 pin with a screwdriver. If everything else is OK, it should start sooner or later, when you hit the good combination.

Make sure you DON'T Bench test on a towel!
Do it on a hard non-conductive surface... The motherboard box will do just fine. Here is a question... Do you have another AMD board to test the CPU in? If so try that. You may find that the system won't boot at all if it detects no CPU, or alternatively needs a motherboard flash to work. This happened to me aswell on a P35 board that needed a bios update to work with my E0 E8400 when the E0 stepping was first released.

Okay. You know the pins where you connect the case headers to so you can press the reset or power on button on your case. If you take a screwdriver and touch it to those two pins, it will do the same thing as pushing the button on your case.
Refer to your motherboard manual for which is "turn on"

agreed... the mobo should come in a plastic non-conductive bag...at least mine did. Also i would try a different wall outlet. But the unfortunate thing is that if u are getting absolutely no hdd/cpu/mobo lights, sounds like a DOA mobo... ='(

ok thanks all for the info i really appreciate the help. i tried to hot wire and nothing and double checked the case wires to pwr sw etc and still no good and yes the mobo did come in box and bag so i will use them and i must admit from the start i suspected the mobo but doubted my knowledge as not that experienced. i do understand that it could be shorting out so i need to bench test out of the case to eliminate this?

u don't necessarily have to but that eliminates any outside factors that could be contributing. Like say maybe there's a small piece of metal touching some where that you don't know about.
