For the pwr_sw flip them and connect them. i get them switched sometimes even when looking at the manual lol. Since your board doesn't have a power button built in just put a chair next to your case. Use the motherboard box under the motherboard and pull the power button wires out enough to reach the pin connection. Put the CPU and heatsink fan on and when you power up the fan should spin. That is all you really need to test for power. I usually build everything outside of the case first just to make sure everything works and I don't have to take it apart if I need to RMA. If this doesn't work it might be the case power button. Do a jumpstart.

By jumpstarting they mean to touch the pins of the pwr_sw so that the electricity passes over and signals a startup. Use anything conductive, but make sure you don't get shocked.
