Not necessarily. On my MSI NF980 It does the same thing just because the board is not the greatest

Any ideas on tracing down the short?

Yes, rebuild it and be careful. Rebulid it out of case on a box. Add hardware 1 by 1 and power up to see if it posts. Start wilth mobo and ram and CPU. Then add GPU. Power on. Then add HDD. Power on. Best to get a microspeaker so you can hear beep codes.

Update:
Out of case rebuild with ram and vid card yielded bios boot and positive boot beeps without hard drives. I was able to access the bios.

Replaced the mobo into the case, installed all hardware and now I get power up, but no bios beeps or bios boot. I disconnected all the hardware and fans except for the ram and vid card, still nothing. Tomorrow I will work on another out of case build.

This is starting to drive me crazy!

Could be bad cable to HDD or Optical...Or bad HDD or optical......but sounds like a short.... We have narrowed the problem down to an extent. Connect all components in out of case build including HDD and optical. . Add them 1 by 1 to detect which hardware may be the culprit. We know its NOT CPU, Mobo, Ram or GPu! That is great news.

I think now, you will find the problem. If the system is old, clean it up while it is dissambled. Fans and components.

Also, buy a new battery, cheap and easy. if it is old.

Okay.

Out of case build take 2:

Now I am having a repeat of the in case rebuild.

Computer powers up, but no bios beeps or bios boot with only cpu, 1 stick ram and vid card. No beeps without vid card either. I thought I had narrowed it down to the PCIE slot #2 being the culprit, but now it seems I have taken a step back.

However, I do notice the power supply acting strange now. While the mobo is fully powered up the power supply fan lights will dim, the fan will slow momentarily, then come back up to full power. No apparent warning light from the LED on the rear of the power supply. The cpu fan and mobo power LED do not slow or dim.

I did a paper clip power supply jump and the issue is the same. Power supply fan lights dim, fan slows momentarily then comes back to full power. I am looking for a wiring diagram to accurately test all voltages.

Am I on the right track? Where do I go from here?

Found power supply wiring diagram here

Power suppply check out as follows:

All 3.3v ~ 3.4v
All 5v ~ 5.14v
All 12v ~ 11.7v

These numbers remain constant while the power supply fan and lights are slowing and dimming.

See if anyone has a spare PSU even a low watt PSU to see if you get a post.

Ok. I might have done this backward.

I was thinking the mobo was the problem so I obtained an identical replacement board. Plugged everything up with ram and cpu..........

Same result. Does this indicate a problem with the power supply?

Could the power supply have fried the new board?

Did you use stand offs?
Also maybe a power connector is loose? (The latter happened to me)
