Help! Why is my CPU fan blasting full speed?

I have an MSI 790GX-G65, and I just got my Phenom II 955 back from RMA. My Zalman CNPS9700 fan, by default, blasts full speed really loud. In the past, I've been able to overcome this by going into the BIOS and doing CPU Fan Smart Target (or whatever it's called). Then it spins at low speed unless it starts getting really hot.
But for some reason, no matter what I do--BIOS or SpeedFan--I can't adjust the fan speed. Is it because the fan is 3-pin and not 4-pin? Do I need a converter or something? In an ASUS board I used, they allowed you to select whether the CPU fan was a 3-pin or 4-pin, but this MSI one doesn't seem to have that option.

Is the fan connector on your motherboard a 4 pin connection? If so, you need a 4 pin connector on your fan. Did you plug the CPU fan onto the CPU fan connector (rather than NB fan, PSU fan, et cetera)? Just going over the basics.
How are you temps? Is the HSF seated properly? EDIT: I have searched for a while for a 3 to 4 pin fan connector. It's just not possible. 3 pin fan connector pinout v. 4 pin fan connector pinout. I have even tried bridging the "sense" and "control" pins on the 4 pin connector, and plugging it into a 3 pin, but this changed nothing. Hope this helps.

It's plugged into the CPU fan slot and the temps are in the mid 30s. It has 4 pins available, but in the past, having a 3-pin fan didn't seem to matter. I guess this mobo is pickier about it...maybe it's time for a Xigmatek Dark Knight, which I know has 4 pins.
