Default Custom File Editor

Hi guys - I am in a spot of trouble. I need to make a program that will enable me to edit;

A .AIP file. I obviously dont know much about this file. And I was just wondering if someone can help me out here. I need to make a custome editor for it.

So if anyone could help me make a start. (I am not completely noob, I have some programming knowledge - so please help! )

What is the .AIP file for? What about it do you need to edit? Do you need a graphical editor or will you be using a command line editor?
