Default Process kill override - Vista

Is there a program out there that overrides Vista's inability to kill certain processes? (Due to random bugs, System Process, etc)

I really require this.. Whether it be a hack that modifies the OS itself or a class or dll that I can call it from.

I mostly use .NET and it sure as hell does not seem to have this sort of power, at least that I can create.
