Every base is base 10

java -jar patcher.jar sounds like the command to run it on *NIX. If you're on windows java should open it for you if you double click it

it is for AlleleID and Beacon Designer, programs to design primers (for PCR, molecular biology).
Here is what they say, for mac : Unzip, unrar, and install. After installation, unzip PATCHER.ZIP to: "<install>\http\Dwww.premierbiosoft.com\P80\DMIUpd ater\DMAL\DM100" Run with syntax "java -jar patcher.jar" and start the application. So I open the terminal and type java -jar patcher.jar but it does nothing. for windows, the another application : Unzip, Unrar, Install. Extract patcher.zip to: ∫ "<install>\http\Dwww.premierbiosoft.com\P80\DMIUpd ater\DMBD\DM500" ∫ Run from cmd promt: java -jar patcher.jar ∫ ∫ Run the application. ∫ So i type it in the cmd line and it opens a Java folder but not the patch... |

Did you try just double-clicking on "patcher.jar"?
