Could I get people's ideas on these for doing video stream io? I'm leaning toward Qt, but don't really know whether c has an advantage over c++ or not..

I'd pick QT for its versatility. I find it much easier for development. It's the toolkit of choice for both vlcplayer and smplayer (gui for mplayer). The fact that QT is based on C++ and GTX+ on C is rather unimportant because you could just use gtkmm for gtk+ if you were more comfortable with C++.
