Well since the Ipod Touch is an "all chip device" there's really nothing you can fix besides replacement of parts (screen, battery, main board). So either way it'll cost a bit. I know 100% the screen is physically in tact he told me. But if I have to replace the main board that's pretty much the entire device itself so I don't know how much they go for and whether it's actually worth it.

I won't be reselling on ebay, I will definitely resell here or on craiglist.

Buy it. It's $20, so it's really hard to go wrong. Even if you couldn't fix it you could resell it for more. Oh, and here's a good sight for parts:
