I'd part it out, I would've said ~$450 or so just because of the video card.

CPU - $120 shipped(Heatsink doesn't matter; most of us just toss it)
CPU Cooler – $20 shipped
Motherboard – $110 shipped
RAM – $50 [and $60-$75 for your Dominators if you still have them]
Video Card – $70-$80 shipped
Video Card Cooler – $30 shipped
Hard Drive – $150 if under warranty; $120 if not (shipped)
Optical Drive – $25-$30 shipped
Floppy Drive – Freebie (honestly)
Fans – If generic, $3/each shipped. Update with brand if performance fans
PSU – $50-$60 shipped
Case – $50 shipped

As a whole: I'd go for $600 shipped. Reason being:
-GPU is underpowered
-No storage drive (I'd never risk my non-program files on a Veloci)
-Unlike part-outs, you only have to pay for shipping once
