Efficient doesn't = effective It's most likely crap, again what are the amps of the 12V line?

woah found somthing strange

i ran 2 test
1 was ragdoll spamming it only went to 60
went to 23 fps
1 was light spamming went to 70 at 32 fps

this is very scary i ran the program for 2 sec and the temp rose 7C!

Get a new Power Supply and get an Arctic Cooling ATi Silencer Revision 2. It is the best cooler, ever. I had it on my ATi Radeon X800XL since day one and it's been running great. The Load temps became lower than the idle of the stock cooling. (It's been awhile, I do not remember the numbers.)

For a Power Supply I'd get a 700W maximum and a Power Supply with lots of Amperage. You do not need a ton of extra power because it would be wasted. All you need is a nice FSP Group 450W Power Supply, it is only $50, too.
