the only thing to spend $100 is if it's w/c even that kinda seems out there but eh i'm going w/c on my gpu soon. back on point HELL yeah the HR-03 are good coolers i dunno how it's configured with ati but adding a fan helps it even better. i lapped mines as well took off another 2c. i have a evga 8800gts 320 i can clock that thing to 710/1055, b4 that my idle temps stock were 54c now w/hr03 lapped its at 37-38c i run it at 625/1000 all the time it goes to 51c at load haha that's even lower than my stock hs at idle.
so yeah get the Thermalright hr03 you won't be disappointed.

My HR-03 arrived today, and it is indeed a good cooler. It let me oc the core 40MHz fiurther due to the temp drops, and full load temp is about 55C.

Although it is designed for 92mm fans, you can get a 12cm fan on it if you stretch the clips a tiny bit.

As with the stock cooler, only problem is the backside. You get ramsinks, but no airflow is generated for them, unless you have a side panel fan blowing on them.

Yes the hs for the ram will need some kinda fan on them i have a 12cm fan blowing on the back end of the card i think it's an overkill fan though it's 112cfm and the hr-03 has a 92mm on already

korosu is definitely right on that aspect. i have the hr-03/r600 on my 2900 and it blocks all but the bottom PCI port on my IP35 pro. Plus side tho, i have the card clocked at 850 and when gaming never go over 60C, also its nice and quiet (compared to the red leaf blower i took off the card)

i've changed a few things since this picture was taken (notably the CPU heatsink, and the mounting method of the HR-03), but this will give you an idea of just how massive this thing is:
