Does better cooling = higher OC?

If I can lower the temp of my GPU will I be able to get a higher OC? Is it the tempatures that limit speed or the GPU itself?

Yes, at this point heat is what is holding GPUs back.

in most cases yes however there is a thermal limit that the hardware will hit no matter how good the cooling.

lower temps generally mean more stability at the molecular level in the chip. this means better resonance and better performance - less prone to error and failure. i've got a fairly decent faq on it - link below in my signature.

A little. In general, more cooling is to add more voltage, but there is more stability under lower temps in some cases. I found this to be more pertinent with GPU's than CPU's. Beside that, all CPU's are different. Some respond better to sub-ambient temps while others don't. in the end, the cooler the better.

its basic chemistry. the hotter something is the more it vibrates at the mlecular level and thus the more unstable. the lower the temp the lower the vibration and the more stable, especially in cases of a crysal lattice like a cpu chip.
