I could spend up to 100 to 150 if i don't have any other choice. But the cheaper the better I just want something that is going to fix the problem I will worrie about how much is it later.

I have a huge fan up to the side of the computer because I did not have the money at the time to buy a proper cooling system, so how does that fan work does it just sit on top of the card

A can of compressed air (not the whole thing...) does wonders for my 1950pro's cooling . I do notice that it seems to collect dust like crazy--moreso than any other component in my system (likely due to the HSF design). Have you blown it out pretty good? Also you can use something like ATI Tray Tools to set the fan to spin faster while gaming. My card only gets to about 65C under games like crysis. I think in bioshock demo it spiked to 80C, but when I'm playing BF2 or the like, it's about 55C with the fan at 40%. So you might not need to buy a new card (especially if it performs the way you want it to, minus the heating issue).
