The dies do not, but there are transistors around the die, and an over-zealous thermal-paste application may cause some shorting. Although it probably won't do any damage, but will just require you to take the cooler off again and clean it off. If you are careful with the amount of paste you use this should not be an issue though.

Somethings up with your card IMO. My 4850 runs about 65* at 95% load. Fan speed t 58%. I cant even hear it over the case fans.

That is surprisingly hot. Maybe open up all the PCI slot covers below the card and place a fan there - sometimes you can get a dead spot of heat below the GPU. Really if you want the card to be cooler and quieter you should look into some aftermarket cooling (Accelero S1)

I'm guessing my only solution is to buy new aftermarket cooler? Sigh....
anyone know any good cheap ones that will just work fine? Budget is my MAIN issue here...

Then I must have a very good 4850 compared to what most have...
Ambient: 22c Idle: 42c Load ~60c Antec 1200 w\ all fans on high, plus harddrives blocking the bottom 2 fan cages to the card. No side fan either. I get a noticable 15c rise when I turn my case fans on low. Also, my card is 700\1100. It could be a problem with how you're reseating the heatsink. Make sure the screws are all fully in and contacted, and that you're not using too much paste.

I would listen to coffeejunky first, if you have any card(s) directly below your gpu. I would remove that/those first and then check the temps. Try using the auto fan feature with rivatuner. If you could upload a pic of your case it would help a bit more.
