The problem with installing the Accelero S1 for most people is that they don't install it correctly. First of all, the ram sinks that come with the cooler have a very poor thermal tape on them; therefore you should have cleaned the chips very well before installing the ram sinks. At this point get either some new thermal tape or ram sinks, because I can imagine that by this point there isn't any heat transfer from your chips to your sinks.

Did you plug in the power?
If yes then my best guess would be that the heatsink wasn't making contact with the GPU...
