Guys! I'm so lost. I've been trying loosening, tightening, electrical tape, PVC washers, paper washers. I've reseating three times already with this new card. I'm totally lost! What could it be that keeps those three LEDS (D15, 14, and 13) on? The chips are all making contact and have enough paste so that can't be it.

Heyah, jadecougar.
 This is not all that helpful, but if I were in your position I would probably try the DangerDen full-coverage blocks... ...just a thought. Good luck (sincerely).
